Nigeria's new Inspector General of Police Suleiman Abba...but who is he?
The Nigerian nation has just appointed a new Inspector General of Police: How about that and why is that a cause for celebration? Bo na de same one and toro, if I may be allowed to use a popular Nigerian expression in pidgin English, meaning it's just another new wine in an old bottle.
Mr Suleiman Abba, no doubt has come with many dreams and he seems to be seeing visions upon visions already for the Nigeria Police Services, sorry, the Nigeria Police Force which we think neither exists. Rather, what we have currently is the Police in Nigeria, just as all the so-called national institutions including the press - both private and public, cannot be referred to as Nigeria bla bla, but bla bla in Nigeria, for you can only talk of (a) national institution(s), where there is a country.
Nothing is moving in the geographical enclave called Nigeria because there is not yet a country. If anything, Nigeria as is currently constituted is a jungle, where the principles that reign at the moment are "might is right" and the "survival of the fittest". Also, Nigeria is at once, a refugee camp, where every refugee daily struggles for their survival, not caring what happens to the others or the other families. And when foods are dropped from the sky by Aid agencies, the whole camp is plunged into a chaotic scrambling and the few who jump the highest and are musculary very strong grab the most foods, leaving the rest to die of hunger.
Where there is a country, there is a national will, a national dream; a national vision; a national mission statement; a national goal; a cohesive national philosophy; a national character; a national integrity; a national personality; a set of national mores/ethos; national characteristics; national consciousness; national standards/values; national spirit; the people of that country agree to live together as one under the principle of "Live and Let Live; a country is governrd by laws and not by people; its people are proudly called CITIZENS, wherever they choose to live in that country or wherever they are born and not for whatever reason(s) be referred to as SETTLERS and INDIGENES, and no such citizens are to be esteemed better than the others because of their places of birth or biological backgrounds - all citizens are equal and none more equal than the others and are subject to the same rules that govern the country with every citizen submiting themselves to the country's national Bible - the CONSTITUTION, with no one saying, "I will be governed by a different set of statute book such as SHARIA and another saying, "I will be goverened by the CONSTITUTION, an anarchic scenario such as this is a good example of what obtains currently in Nigeria - DID not His Royal Highness Sanusi Lamido, the current emir of Kano say he would be guided by Sharia as soon as he had been installed king? Yet he is the Emir of Kano and NOT the Emir of Muslims in Kano.
In case, his majesty has forgotten, Kano consists of christians, muslims, animists, atheists, hinduists, budhists, gays, etc. Above all, our royal father is a former Federal Officer and in my reckoning, he should be the one promoting Nigerianism above all else, and not becoming divisive as he has always been and most recently upon assumption of office as the King of Kano, a very, very foremost, but 'volcanic' State in the Nigerian Federation.
The fact that Mr Abba's appointment shows no regard for Nigeria's so-called federal character attests to my claim/supposition that there is not yet a country. If students of Nigerian history are not misleadding us, he is from Jigawa State, the same Northern region like his immediate predecessor, and worse, the same State - jigawa with a former Inspector General of Police Mr Hafiz Ringim. Ayua...they have been busy promoting themselves and recreating the police in the Arewa image as in the military and many, many other cases. May God deliver Nigerians and posterity from the grip of Arewites!!!
So where are the loud-mouthed zonites from the North of Nigeria? They don't talk about zoning when they continue to dominate the leadership of the country; when key offices such as the ministries of Defence, Agriculture, Petroleum, Water Resources, Solid Minerals, Interior, Education, External Affairs; top military and para-military posts including such high offices as the national security adviser, civil service; the supreme court, federal charater commission, code of conduct bureau, the police; diplomatic appointments in frontline countries, etc.
Any hasty observer who on reading this article will say, they are not holding some of the above posts at the moment, my answer to them will simply be, become a student of Nigerian history and you will see my point.
So is there anyone up North in Nigeria with a sense of justice and fair play at all? What does Islam teach concerning justice, freedom for all, fair play, neighbourliness, peaceful and harmonious co-existence of all citizens of a given nation, universal altruism and the relationship of its adherents with the entire humanity?
One thing I yet cannot understand is: Why should every sultan of Sokoto continue to dominate the spiritual leadership of all the muslims in Nigeria and so parade themselves in such arrogancy in utter disregard for the sensitivity of the Southern muslims in a manner that is totally offensive to all democratic tenets? If the political offices are zoned, why wouldn't a Southern muslim aspire to become the spiritual leader of all muslims in Nigeria like the Sultan of Sokoto.
Or can I record for posterity that by this blatant disregard for the zoning of that spiritual office, the muslim North is saying they are no men and women (?) spiritual enough in the South of Nigeria to ascend that office to lead all the muslims in Nigeria as one sultan after another has been doing? Any muslim Oba or king can do it you know, and not necessarily the sultan!

Ironically, every Sultan and their emir cousins have been the problems of Nigeria dating back to the ugly and the very arrogant days of Ahmadu Bello the erstwhile Sadauna of Sokoto. In fact, I dare say they are the ones who remote-control politicians to do their very selfish and satanic biddings which are only beneficial to the Arab nations, their backers/sponsors who will only have their sleep when these stooges who deceive the rest of Nigerians they are fathers of the nation, and so deceptively comport themselves to all and sundry, but in actual fact, they are daily seeking to annexe Nigeria to Saudi Arabia and the Arab world generally for a mere pot of porridge like Esau of old.
Did Boko Haram take the emirs by surprise then? The answer is a capital NO! They all knew about it from conception up to the day the monsters were actually given birth to. They are only retreating because of the belated international outcry, courtesy of the Chibok 200 and the presence of the international terror experts currently in Nigeria. They are panicking thinking if Jonathan does not make their names public, the international experts will release their names to their journalists back in their countries.
But their seeming penitence came too late...as having felt betrayed Boko Haram who they are now calling evil from hitherto praising them as matyrs have put all of them on their watch list and are ready to break their skulls one by one and scatter their bodies to the air....let us sing:

In every generation of leadership in Nigeria, the emirs, clerics, imams and top civil servants amongst others, are the ones who have been encouraging politicians and the military to promote Arabism in Nigeria:

But whilst the emirs and the Nigerian politicians of the Hausa and Fulani stock together with their technocrat counterparts, clerics, imams, business men and women, students, muslim students associations, the various radical muslim associations that abound who are the ones backing Boko Haram and collecting money on their behalf from home and abroad to destroy Nigeria, God's candid word to them is: "Ye can only be princes and princesses, emirs/sultan, governors, presidents, legislators/senators, etc, ONLY in Nigeria, and NO WHERE ELSE, so think, think and think again and shun the filthy lucre from the East and let my Nigeria be."
In matters of complying with the acceptable conduct in public offices, if the so-called Code of Conduct Bureau cannot make public officers to comply with the demands of the constitution of the Federal Republic of Nigeria; and if the so-called Federal Character Commission does not care about equal representation in public offices; and if under the very watch of the so-called Civil Service Commision, every public office holder has to fill the public offices they are holding as a trust for the people of the Federal Republic of Nigeria, fill it with their own children, in-laws, family members, kinsmen and kinswomen, girl friends and boy friends, why continue to keep them at the toiling masses' expense, when they should not only be scrapped, but be consigned to the ash heap of history?
In the 1990s, a particular junior minister in the ministry of petroleum during the time of Donald Etiebet, had in his office his own biological children as his Special Assistant and Press Secretary, respectively, who were paid by the tax payers! Mr, now Senator Udo Udoma was at the time the Special Assistant to Etiebet. Gbosa!
But Whilst Abba continues to deceive himself with his unrealistic dreams, I 'd like to ask: Where will the next IGP after him come from - Jigawa, Zamfara, Kano? Some years back when I pointed out this loapsidedness in the police hierarchy, they cleverly removed the names from their website, but later returned the Police Management Team (PMT) with only their titles without letting people know who was occupying what post, a situation which has continued till date as shown in the organogramme below. Now is the time to let us have the names of all that make up the PMT in public domain.
Also, whilst this satanic loapsideness go on in the police and in other public institutions, may I humbly ask the police authorities the simple question: WHEN SHALL WE HAVE THE FIRST WOMAN INSPECTOR GENERAL OF POLICE?
To my readers, I must confess I don't know who Abba is, but in his own speech below, this is who he thinks he is: Happy reading, but please help whisper into the ears of Abbaman that he has just between now and November 2014 to arrest Abubakar Shekau, dead or alive and subsequently end all terror activities in Nigeria, failure which he should hand in his resignation by November 30th, 2014.

Ladies and Gentlemen,
It is my distinct honor to stand before you as your new Inspector General of Police. I'm both excited and humbled by this privilege to serve this outstanding and distinguished organization and our country, Nigeria.
I want to thank the President and Commander-in-Chief of the Federal Republic of Nigeria, President Goodluck Ebele Jonathan, GCFR, and the people of Nigeria for the confidence reposed in me, and for the opportunity to become an active participant and leader in the fight against crime in our great country.
I have been in the service of the Nigeria Police Force for almost 30 years, and I can say with all certainty that it is one of the noblest professions of humanity to undertake. I have gained valuable insight and experience to appreciate the challenges the Police and the country are facing. It is based on these experiences that I intend to formulate a vision and strategy for leading the Force to its prime.
My experience teaches me that policing has changed, and is still changing. Policing is no more about arresting, investigating and prosecution only. The responsibility of the Police in a democracy transcends these traditional roles, to expectations in ensuring a stable democracy, conducive to good governance; creating an enabling environment for economic development; and providing acceptable basic service delivery for the people of our country.
At this juncture, I want to thank my predecessors, especially the immediate past IGP, M.D. Abubakar, CFR, NPM, mni, for their commitment to the Nigeria Police Force and, especially to the nation; and for laying a solid foundation for policing in Nigeria. Whilst it is not our intention to reinvent the wheel, we intend to build on those positive aspects that are firmly entrenched and to reinvigorate those areas where giant strides are expected.
It is, however, also necessary to give attention to specific issues that are of critical concern to the nation and the police.
As the leading law enforcement institution in Nigeria, the Nigeria Police Force is daily in the limelight. Whatever we do, and do not do, attracts attention. However, as a progressive organization, we take very kindly criticisms and accept the responsibility to address our challenges and remedy our shortcomings. The plain truth remains that no one is more critical of the Nigeria Police Force than itself. Our leadership shall be self-searching, as we continually aspire to keep our country safe by working with, for and through the communities.
The recent upsurge in security challenges will have my full attention. I am committed to address these issues and reaffirm the high standards of performance for which the Nigeria Police is nationally and internationally acclaimed.
In consonance with the President’s Transformation Agenda, I will develop and implement constructive policing strategies for the maintenance of a stable democracy and economic growth.
My team will also ensure that:
Policing becomes truly intelligence-led;
Law enforcement and crime prevention initiatives are integrated and supportive of each other;
Police service delivery and maximum impact are achieved with least in-convenience to the people;
The Nigeria Police Force focuses on priorities, and that resources are diligently managed and equitably distributed in terms of these priorities;
Community policing partnerships and relationships are built with communities, and that communities become an integral component of our policing approach;
The Nigeria Police Force is re-aligned, through restructuring, devolvement and delegation of powers to ensure efficient implementation of public safety policies;
Effective policing in target areas is made sustainable, and that capacity development is sustained so that we do not engage in “fire fighting exercises”; and
Senior police officers are held accountable for their actions and inactions, by means of performance contracts and indicators, with clear deliverables which will be closely monitored.
To my fellow police officers, I have learned over the years that it is desirable for all police officers to always exhibit professional humanitarianism in the discharge of duty. This makes the police more respected and acceptable within the community. Therefore, placing a high priority on compassion in the course of policing our communities is what I advocate to officers.
Let me state that I am committed to the creation of a safe and secure environment for all the people of Nigeria, by leading the Nigeria Police Force in engineering and participating in endeavours to address the root causes of crime in Nigeria; preventing actions that threaten the safety and security of Nigeria; and conducting diligent criminal investigation to ensure criminals are always brought to justice. Whilst in pursuit of these noble objectives, I shall at all times, uphold the constitution of the Federal Republic of Nigeria, be guided by the needs and concerns of Nigerians; recognize and ensure the welfare of all Police officers; respect and protect human rights; cooperate with other security agencies and governments at all levels in the country, in order to achieve a safe and secure environment for everyone living in Nigeria.
In conclusion, my vision is to make the Nigeria Police Force a leading national, professional, and efficient law enforcement organization. A police force that is dynamic, robust and efficient; one that never rests or abdicate its professional duty; that studies and analyzes what works and what doesn't, acknowledges and learns from its mistakes, and celebrates its victories.
This is, indeed, our opportunity to redefine and rededicate our focus on our highest mission, which is to assuredly avail unfailing public safety service to the citizens of Nigeria. All aspects of our service will be centred on the values of Hardwork, Honesty and Humility –the triple H.
I solicit the cooperation of all Nigerians in the service of our mother-land.

ABOUT THE NEW IGP
The new IGP is from Gwaram Local Government Area of Jigawa State.
He holds degrees in History and Law and has attended management and security courses within and outside Nigeria.
An alumnus of the National Institute of Policy and Strategic Studies, Kuru, Jos, Mr Abba is believed to have a considerable experience in criminal investigation, intelligence- policing and crime generally.
Until very recently, Abba was the Assistant Inspector-General of Police in charge of Zone 7 comprising the FCT, Kaduna and Niger Police Commands.
He joined the Nigeria Police Services as Cadet Assistant Superintendent of Police in December, 1984 and since enlistment, his postings have seen him served in many parts of Nigeria such as Rivers State, where he had served as Commissioner of Police, 2009-2012; Lagos State, where he had worked as Commissioner of Police during the 2011 General Elections.
Also, Abba had been Deputy Force Secretary twice, both as Commissioner of Police and as a Deputy Commissioner of Police.
Other responsibilities he had held include being Deputy Commissioner of Police, Kano State Command, 2007 – 2008; Deputy Commissioner of Police, Kebbi 2006 – 2007.
Besides, he was also the Aide-De-Camp (ADC) to the Head of State, (Office of the First Lady) 1995 – 1998 and the Commanding Officer of both 24 PMF (Presidential Escort) and 21 PMF Mobile Police Squadron Abuja.
Mr Abba is a holder of the National Merit Award, amongst others.
